CONTROL / NUISANCE ABATEMENT

The criminal investigation division is comprised of four detectives. Two of these detectives investigate cases involving adult suspects. The third detective investigates cases dealing with juveniles. The juvenile detective also investigates child abuse and sexual abuse cases with adult suspects. One of these detectives is assigned to the Jasper County Drug Task Force (JCDTF). These four detectives represent a cumulative total of over 74 years experience in law enforcement.
There is always at least one detective available for call-out on a 24 hour basis. Each detective carries a pager with them at all times. On a rotating basis, they are available for call-out at the shift commander's discretion.
1999 saw a total of 1372 cases sent to the Criminal Investigation Division, not counting curfew, truancy, and other minor juvenile problems handled by the juvenile officer.
The Carthage Police Department is a member of the Tri-State Major Case Squad and the Jasper County Drug Task Force with detectives assigned to each of these organizations.
FOUR SHIFTS ROTATING ON A 12 HOUR TOUR OF DUTY!
THE CARTHAGE POLICE DEPARTMENT PATROL DIVISION HAS FOUR SHIFTS THAT WORK A ROTATING TOUR OF DUTY, THREE DAYS ON DUTY FOLLOWED BY THREE DAYS OFF. THE CYCLE THEN REPEATS.
SHIFTS CHANGE AT 6PM AND 6AM. WITH ONE EXCEPTION, AN "EARLY CAR" WORKS A 5:45PM TO 5:45AM WATCH TO COVER PEAK TIMES AND INSURE THAT AN OFFICER IS ON THE STREET AT SHIFT CHANGE.
DAY SHIFTS ARE COMMANDED BY A SERGEANT WHO SUPERVISES THREE PATROL OFFICERS AND A CIVILIAN COMMUNICATIONS OFFICER.

THE COMMUNICATIONS OFFICER (aka DISPATCHER) IS A NON-COMMISSIONED UNIFORMED OFFICER RESPONSIBLE FOR COMMUNICATING CALLS FOR SERVICE TO THE COMMISSIONED OFFICERS AS WELL AS OTHER NON-COMMISSIONED OFFICERS, SUCH AS NUISANCE ABATEMENT AND PARKING CONTROL. EACH SHIFT HAS A COMMUNICATIONS OFFICER ASSIGNED TO THEM.
THE COMMUNICATIONS OFFICER IS RESPONSIBLE FOR HANDLING OFFICER RADIO TRAFFIC, 9-1-1 EMERGENCY TELEPHONE LINES, REGULAR POLICE DEPARTMENT BUSINESS LINES, WALK-IN TRAFFIC TO THE STATION, CITIZEN'S BAND RADIO AND OCCASIONALLY RADIO TRAFFIC FROM OTHER LAW ENFORCEMENT AGENCIES.
THE COMMUNICATIONS OFFICER HAS AN OPTION OF VOICE TRANSMISSION (WHICH CAN BE MONITORED BY POLICE SCANNERS) OR MOBILE DATA TRANSMISSION TO THE PATROL OFFICERS WHICH OFFERS A SECURE LINE OF COMMUNICATION.
THE MOBILE DATA TERMINALS ALSO ALLOW THE PATROL OFFICER TO EASE THE WORKLOAD OF THE DISPATCHER BY MAKING LICENSE PLATE INQUIRIES, DRIVERS LICENSE STATUS CHECKS, AND OTHER TYPES OF INQUIRIES FROM THE COMFORT AND CONVENIENCE OF THE PATROL CAR.

PARKING CONTROL / NUISANCE ABATEMENT
The department has two part time parking control officers that share parking enforcement responsibilities. Their duties include, not only the enforcement of two hour parking zones but also restricted parking throughout the city.
Parking Control also assists in other areas such as filing, typing, answering telephones, matron duties and anywhere else that they may be needed.
Nuisance abatement includes the handling and enforcing all ordinances dealing with nuisances, animal control, and basic property maintenance codes.
The nuisance abatement officer also assists in other
areas such as matron duties, school crossing guard, school programs on
animal care, and the Citizen's Police Academy.

Our department has outstanding support personnel in the areas of Records Clerk, Court Clerks, Crossing guards, and Reserve Police Officers.
Our reserves complete the same training and meet the same requirements as regular officers with the exception of pay. They act on a volunteer basis and generally receive no pay for their services. They can earn pay by working security at special events such as High School Athletic events, Dances, and similar activities requiring a police presence.
